Summary

• Add a golden contract test for current governance output across console, JSON, and Markdown.
• Freeze existing AIRK-GOV003 output behavior for the risky-instructions fixture.
• Cover JSON evidence while preserving the current Markdown contract without evidence.

Scope

• tests/test_cli.py only.
• No production code, fixtures, docs, README, CHANGELOG, SECURITY, pyproject, CI, release, tag, license, or dependency changes.
• No new governance rules and no output redesign.

Verification

• 94 tests passed locally through ./scripts/check.sh.
• Diff is limited to tests/test_cli.py.
• v0.1.0 tag/release verified intact before push.
• Workflow runs on pull_request to main, not on ordinary branch push.
